Small Democracy Grants Program

U.S. Embassy Ulaanbaatar is pleased to announce the 2008 Small Democracy Grant Program competition. Project proposals will compete with proposals from other countries in the East Asia and Pacific region.

The Embassy is calling for proposals for projects that promote:
- democratic practices, including civil society
- freedom of information and independent media
- transparency in government
- NGO capacity building
- Rule of law and judicial reform
- Civic education
- Conflict resolution
- Human rights
- Ethnic, minority and women’s rights

Please submit proposals by email to pao@usembassy.mn no later that June 30, 2008. Interested institutions may submit individual proposals for up to $20,000, though most grants have been smaller in past years.
Grants will not be made for multi-year projects but may be made to the same organization for a new project. Grants may not be used for partisan political activity. Proposals for non-partisan election education and public information activities, however, are eligible for consideration.
Short-term salaries and other minor administrative expenses directly linked to implementation of the program are eligible for funding. General operating expenses and infrastructure costs however are not. Grant funds may not be used to fund travel to international conferences nor may they be used primarily for food expenses. Grant funds may be used for seminars and workshops and to train trainers, but they may not be used to provide direct social services. Grant funds may be used for the publication of materials, but the proposals must describe the audience, content and means of distribution.
Only proposals following the application instructions and submitted in English on the attached application form will be considered.
