The Indian Society for the Advancement of Library and Information Science (SALIS), in collaboration with UNESCO, launched the e-Learning Portal for Awareness Raising on Information Literacy.
This project has its genesis in recommendations of a UNESCO supported Workshop on Information Literacy Competency Development for Information Professionals and Special Educators organized in November 2006 by SALIS in Chennai, India, and subsequent Information Literacy sensitization workshops held in Delhi and Nagpur in December 2006.
The Portal aims to raise awareness, sensitize and enhance information literacy competency skills of common information users as well as information professionals and educators in the South Asian sub-region. Its objectives are fully in line with UNESCO’s mandate to bridge the digital divide and UNESCO’s vision of knowledge societies.
The Portal covers a number of self-learning modules, such as:
* Information Communication Technology (ICT),
* Information Literacy,
* Lifelong Learning,
* Information Services for Disabled People,
* Freedom of Information, etc.
The information literacy competency skills promoted by the Portal derive from the existing international standards, adopted by UNESCO, the International Federation of Library Associations and Institutions (IFLA), the American Library Association (ALA) and other professional societies. Indian library experts, in collaboration with lifelong learning experts, have developed the contents of the Portal modules using Moodle open source learning content management software.

The Open Training Platform continues to expand!

The United Nation Environment Programme (UNEP) is the seventh UN agency to join the Open Training Platform (OTP). The OTP is a UNESCO-powered hub offering free training resources on a wide range of development topics, fostering cooperation to provide free and open content for development.
At present, the OTP regroups partners from all UN agencies (FAO, ILO/ITC, ITU, UNESCO, UNITAR, UNV, WHO and UNEP), worldwide development practitioners and agencies, as well as regional and local NGOs and CBOs.
Thanks to the growing number of online members (870 to date) and partners, over 1600 free learning resources are now accessible to users, better serving the learning needs of both local and specialized communities, trainers and decision makers. The number of available OTP learning resources is constantly on the increase. By November 2007, online hits had increased by 20% (at annual figure of 44 000 visitors).
This nine-month old web portal facilitates access to non-certifying courses and training resources from over 600 different development institutions worldwide in twenty-one key domains for local capacity sustainable development. The domains covered include amongst others, agriculture, entrepreneurship, employment, media, ICT, health, HIV and AIDS, environment, life skill, community development, and gender issues.
As an ever-evolving online service that aims to continuously tackle local learning needs, the OTP team plan to develop a customization option for communities within the year to come, and will further develop its “Training-on-demand” service. It is also planned to make the OTP available to users in French and to reinforce the active participation of developing countries to bring the target audience on board.
The OTP relies on expanding commitments from big and small development stakeholders, from members, and from partners such as SPIDER and IDRC to help meet the learning needs challenge.

UNESCO and the US Library of Congress will join forces to build a World Digital Library, following the signing of an agreement by Abdul Waheed Khan, UNESCO’s Assistant Director-General for Communication and Information, and the Librarian of Congress James H. Billington, at UNESCO Headquarters in Paris on 17 October 2007.
The World Digital Library initiative will digitize unique and rare materials from libraries and other cultural institutions around the world and make them available free of charge on the Internet. These materials include manuscripts, maps, books, musical scores, sound recordings, films, prints and photographs.
From the afternoon of the 15th of October through the 19th, outside Room X at UNESCO Headquarters, a prototype of the World Digital Library will be demonstrated, and tested, before delegates of UNESCO’s 193 Member States attending the Organization’s General Conference. The prototype was developed by the Library of Congress and UNESCO with five other partner institutions: Bibliotheca Alexandrina, the National Library of Egypt, the National Library of Brazil, the National Library of Russia, and the Russian State Library.
The prototype functions in Arabic, Chinese, English, French, Russian, and Spanish, the six official languages of the United Nations, as well as in Portuguese. It features search and browse by place, time, topic, and contributing institution.
The World Digital Library initiative has been designed to promote international and inter-cultural understanding, increase the quality and diversity of cultural content on the internet, and contribute to education and scholarship. Individuals and institutions in more than 40 countries and the IFLA have participated in working groups and expert meetings to plan the World Digital Library.
“Libraries are key actors for ensuring universal access to information and building knowledge societies,” said UNESCO Director-General, Koïchiro Matsuura. “We are very pleased to build on the excellent partnership that we have long enjoyed with the Library of Congress to work in innovative ways to preserve and make accessible the memory of the world.”
“We look forward to continuing and deepening our collaboration with UNESCO,” said Mr Billington, “and to working with the Organization and its staff to ensure that libraries, archives, and museums from around the world join with us in making their cultural treasures accessible online."
Under the terms of the agreement, the Library of Congress and UNESCO will cooperate in convening working groups of experts and other stakeholders to develop guidelines and technical specifications for the project, enlisting new partners, and securing support from private and public sources.
A key aspect of the project is to build digital library capabilities in developing countries, so that all countries and all regions can participate and be represented in the World Digital Library.
The project pursues work already undertaken by UNESCO’s Memory of the World programme which seeks to preserve documentary heritage. This heritage reflects the diversity of languages, peoples and cultures and is the mirror of the world and its memory. But this memory is fragile; every day, irreplaceable parts disappear forever. UNESCO launched the Memory of the World Programme to guard against collective amnesia by contributing to the preservation of archive holdings and library collections all over the world and ensuring their wide dissemination.
Founded in 1800, the Library of Congress is the oldest federal cultural institution in the United States of America, and the largest library in the world, with more than 134 million items in more than 450 languages. Its collections are universal in scope and are in all formats in which information is recorded.

The Steering Committee of the United Nations Global Alliance for ICT and Development (GAID) has decided to grant UNESCO's Open Training Platform (OTP) the Flagship Partnership Initiative status.
GAID, which is an inclusive global forum and platform for cross-sectoral policy dialogue on the use of ICT for development, chooses to catalyse multi-stakeholder activities contributing to attaining its objectives across GAID four focus areas (education, entrepreneurship, governance and health): these are the Flagship Partnership Initiatives.
The Open Training Platform increases the number of Flagship Initiatives, adding on to major projects like “Better Connectivity with Broadband to Africa” or “telecentre 2.0”.
This is a significant recognition of both the OTP added value and of its development within 14 months. The Open Training Platform is thus recognised as a valuable tool matching existing learning needs (like access centres) and learning resources, unlocking and maximising people's learning opportunities for improvement of living conditions and poverty reduction using ICT.

I’m happy to announce that today the University of California launched the beta version of Mark Twain Project Online (http://www.marktwainproject.org), a digital critical edition of the writings of Mark Twain, providing access to more than twenty-three hundred letters written between 1853 and 1880, including nearly 100 facsimiles of originals. The site is driven by metadata captured in METS records, the content was encoded in TEI P4, and the search, browse and display functionality was built using the XTF (the eXtensible Text Framework). BERKELEY, Calif. — November 1, 2007 — University of California is pleased to announce the launch of the beta version of Mark Twain Project Online (www.marktwainproject.org), a digital critical edition of the writings of Mark Twain.
Mark Twain Project Online (MTPO) applies innovative technology to more than four decades of archival research by expert editors at the Mark Twain Project. It offers unfettered, intuitive access to reliable texts, accurate and exhaustive notes, and the most recently discovered letters and documents.
MTPO is a joint undertaking of the Mark Twain Papers and Project, the California Digital Library, and University of California Press. It is funded in part by a generous grant from the National Endowment for the Humanities to the Mark Twain Project, and is supported by a number of institutions and individuals. The Mark Twain Foundation, a perpetual charitable trust that possesses the publication rights to all of Mark Twain’s writings, has given UC Press and Mark Twain Project Online exclusive rights to publish copyright-protected writings by Mark Twain, both in print and electronically.
At beta launch, the site will include more than twenty-three hundred letters written between 1853 and 1880, including nearly 100 facsimiles of originals. Users will also be able to search for information about Mark Twain's complete correspondence across his entire life, including letters to him and his family. In future years, the site will release more of the nearly ten thousand known letters, including many never-before published; electronic editions of many of Mark Twain’s most famous literary works; the most complete catalog of Mark Twain's writings currently available; and, in 2010, Mark Twain’s Autobiography, one of the most eagerly-awaited posthumous publications in literary history.

Materials that previously could be examined only by scholars fortunate enough to be able to visit the Mark Twain Project in The Bancroft Library at UC Berkeley will now be available worldwide to anyone with an interest in Mark Twain—and that's a cause for celebration, " Shelley Fisher Fishkin, author of Lighting Out for the Territory: Reflections on Mark Twain and American Culture, said.
The customizable interface provides a powerful reading and research experience. The site offers researchers unprecedented access to authoritative transcriptions of Mark Twain’s writings and the opportunity to compare those transcriptions side by side with facsimiles when available. Researchers can gather and store digital citations as well as links to selected documents, images, and other resources. This suite of features is enabled through the complex integration of several technical components:
• Rich metadata captured in the form of METS objects (Metadata Encoding and Transmission Standard) for letter transcriptions, catalog entries of letters, and collections of letters;
• Letters encoded in TEI (Text Encoding Initiative) P4, extended for this project to accommodate associated editorial matter, including explanatory notes and textual commentary;
• A robust content search and display environment implemented with the CDL’s XTF (eXtensible Text Framework) technology, taking advantage of its hierarchical faceting abilities and extending the functionality to support granular citation collection and the dynamic linking of editorial matter and letter content.
The site demonstrates the great advantages of digital presentation and will be a model for future digital scholarly work. “The Mark Twain Project Online is an exciting initiative that will make a fundamental literary and biographical archive available to scholars and students. The IFLA UNESCO Internet Manifesto Guidelines
The guidelines takes the Internet Manifesto in a new direction by moving towards a charter for users, in effect becoming a document prepared by the library community that safeguards and sets out users’ rights to information on the Internet in libraries. IFLA and UNESCO are happy to announce the publication of the IFLA UNESCO Internet Manifesto Guidelines that have been prepared by IFLA/FAIFE (the IFLA Committee on Free Access to Information and Freedom of Expression); and generously sponsored by UNESCO’s Intergovernmental Council for the Information for All Programme (IFAP); and the Swedish International Development Cooperation Agency (Sida).
IFLA Internet Manifesto
The guidelines are based on the principles stated in the IFLA Internet Manifesto (http://www.ifla.org/III/misc/im-e.htm) that was prepared by IFLA/FAIFE and adopted unanimously by the Council of IFLA in August 2002. The Manifesto was created out of a perceived need for a policy document that brought the traditional library values of freedom of expression and freedom of access to information into the age of the Internet. Following the adoption, the manifesto has been translated into 19 languages, and adopted by national library associations in 30 countries. IFLA is following the implementation of the Manifesto through the bi-annual IFLA/FAIFE World Report. To achieve the aims of the Internet Manifesto, IFLA decided to prepare a set of guidelines that are specific to Internet access programmes in libraries, and concern service policies and procedures that will lead to the implementation of the Internet Manifesto’s values in everyday library work.

Background
In the last ten years, the Bibliography Standing Committe (SC)
has discussed how national bibliographies should respond to the
growing significance of electronic media and, in particular, web
publications. At the same time, the SC was aware that some
national bibliographic agencies need guidance in establishing a
modern national bibliography.
The SC established a working group in 2002 to investigate
development and update of guidelines, with examples and
references, to help national bibliographic agencies start or
improve bibliographic services. In the following year, the scope
of the working group's remit was extended to include guidelines
for electronic national bibliographies. The working group was
tasked to
* Develop selection principles for incorporation of
electronic resources within national bibliographies
* Specify a data model and access points for electronic
national bibliographies
* Specify the functionality of the electronic national
bibliography
The intended audience for these guidelines are, in the first
place, those charged with the management of national bibliographic services, particularly those charged with the implementation of new national bibliographies.
Secondly, these guidelines will be of interest to managers and
staff of established national bibliographic agencies who are
responding to opportunities and challenges posed by new
technology and media.
The document consists of relatively independent chapters, each of
them addressing a separate issue. At the same time, the
guidelines were planned as a whole. The Guidelines can be used in
both ways: reading all the chapters in sequence or only
individual chapters, as needed.

DIGLIB] DELOS Summer School in Digital Preservation: Further Announcement
The third DELOS Network of Excellence summer school programme on
'Digital Preservation in Digital Libraries: Realising Possibilities'.
The DELOS Network of Excellence is a four-year project funded by the
European Commission under the Sixth Framework Programme to synergize and
foster technology for the next-generation of Digital Libraries
(www.delos.info).
Participation in the School assists attendees in understanding how to
address digital preservation challenges within the context of the
digital library. In addition, the School provides a networking
opportunity by creating the opportunity to meet with other researchers,
international experts, and practitioners across disciplinary and
national boundaries.
The school will take place at Santa Croce in Fossabanda (Pisa, Italy)
during the week beginning 3 June 2007. We hope that the audience will be
young researchers and professionals with an interest in the topic.
Internationally established lecturers will each lead one half-day
session and most will be available through the week for further
discussion. The learning outcomes

Learning Outcomes
By the end of the Summer School, students will have:
* gained an appreciation of the issues surrounding digital
preservation within the context of digital library development and
management;
* developed a grasp of the core research in the area of digital
curation and preservation;
* developed a coherent and practical understanding of activities
surrounding digital preservation;
* gained experience with issues surrounding workflow modelling,
metadata definition, and ingest process management;
* acquired an appreciation of the different approaches to selecting
and appraising potential digital acquisitions;
* gain a knowledge of the approaches to repository design and
deployment;
* a working knowledge of the issues surrounding assessment and audit
of digital repositories;
* a working knowledge of the techniques and practices that underlie
digital curation;
* develop a firm understanding of the issues of authenticity,
integrity, and reliability in relation to digital libraries; and
* considered how digital curation and preservation requirements can
be integrated into approaches to digital library development.
Course Fees
Tuition, before 15 May 2007, is 300 Euros and includes Reception Sunday
evening (3th June), Excursion (6^th of June), Summer School Dinner (7th
June), lunch, coffee and tea in the morning and afternoon, pre-course
reader, and course materials. The course fees do NOT include

For university students, PhD students and postdoctoral researchers a
limited number of partial bursaries are available. The number of
bursaries is limited and will be granted under a first come, first

Social Programme
All attendees are invited to a welcome party the evening of Sunday, June
3rd and to a social dinner the evening of Thursday June 7th. On the
afternoon of the 6^th of June a bus trip to Lucca will be organized,
including a guided tour of the city. Lucca is located about 20 kms from
Pisa and is one of the few Tuscan towns to retain its original urban
structure as the ancient centre as enclosed and protected by Roman
walls. Lucca developed within them until the end of the 19th century,
creating an interesting superimposition of historical styles.

The International Conference on Asian Digital Libraries (ICADL) is one of the leading international conferences in digital libraries research. ICADL 2007 will provide a forum for sharing ideas, research results and experiences in digital libraries, related technologies and associated practical and social issues. Participants from diverse backgrounds are encouraged. Previous conferences have included practitioners, researchers, educators and policy makers from a variety of disciplines such as computer science/information technology, library and information sciences, archival and museum studies, knowledge management, and many areas in the social sciences and humanities.
Into its tenth year, the theme of ICADL 2007 will be "Asian Digital libraries: Looking Back 10 Years and Forging New Frontiers". ICADL 2007 will be held in Hanoi, Vietnam and is jointly hosted by the National Center for Scientific & Technological Information (NACESTI), the National Library of Vietnam (NLV), General Science Library of Hochiminh City (GSL), the Library & Information Center of the Vietnam National University Hanoi (LIC/VNUH), Hanoi University of Technology (HUT), Vietnam Association on Scientific and Technological Information & Documentation (VASTID), Vietnam Library Association (VLA), Vietnam Association for Information Processing (VAIP), and other organizations.
ICADL 2007 is supported by the Ministry of Science and Technology (MOST), Ministry of Culture and Information (MOCI), Ministry of Education and Training (MOET) of Vietnam.
PAPER SUBMISSION
Both full papers and short papers will be accepted. Papers must be in English with a limit of 10 pages for full papers and 4 pages for short papers. Electronic submission will be used and the accepted file format is Adobe Acrobat PDF. Please refer to the conference Web site for more details.
All papers must be original contributions and not previously published nor currently under consideration for publication elsewhere. Conference proceedings will be published as part of Springer Verlag's Lecture Notes in Computer Science (LNCS) series. Submissions must therefore conform to the LNCS formatting instructions.

APPLICATIONS FOR 2007 NOW OPEN
This four-week course organised on behalf of IFLA ALP is now in its fifth
year in New Zealand. The overall theme is information literacy, with special
reference to needs and developments of countries in Asia and Oceania. The
course will cover the basics of information literacy and information
literacy training skills needed by information professionals in a variety of
settings, as well as current IT applications in libraries. Classroom
participation and hands-on practice will be interspersed with visits to
leading libraries and information agencies in Wellington, the capital of New
Zealand and home to a wide array of 'cutting-edge' information
organisations.
The course will be held at the Victoria University of Wellington Library and
taught by leading educators in library and information management, as well
as practitioners with considerable experience in the delivery of information
literacy programmes. There are also visits to major libraries and
information services in the Greater Wellington region. For information on

While the course is purposely small, to allow one-on-one training and
closely monitored IT lab work, There are limited vacancies for fee-paying

organize a National Workshop on LIS Education in Digital Era from 13-15
June 2007. The workshop will be held on the beautiful campus of IIT
Bombay. The main objectives of the workshop are :
1. To provide a forum to the LIS Teachers, Research Scholars, Librarians
and Academic Administrators to discuss or present their views on the
developments in ICT and its applications in LIS Teaching and Library

2. To create awareness and understanding about the importance of

A five day Workshop on Integrated Library Automation Packages (ILAP): Basics of KOHA and NewGenLib is organised at National Centre for Science Information (NCSI), Indian Institute of Science (IISc), Bangalore from January 5th to 9th, covering installation on Windows XP and Linux (Ubuntu) and basics of Staff-Client and OPAC modules in KOHA and NewGenLib. The workshop is carried out as part of IDRC sponsored project on ILAP (http://dharmaganja.ncsi.iisc.ernet.in). This is the first workshop in a series of workshops organised through this project sharing our experience with open source ILAP.
Topics covered: Ubuntu: An overview; Basics of MARC and use of MARC Edit; Library Automation Software: Past, Present and the Future; Installation of KOHA and NewGenLib on Ubuntu and Windows XP; Overview of Staff-Client module and OPAC in KOHA and NewGenLib. The workshop is conducted with theory followed by lab sessions. Workshop CD containing all the presentation slides, lab exercises and installable software will be provided to the participants.

About Us
The Bookworm was begun in 2004 by Alexandra Pearson, an Englishwoman resident in Beijing for the last 15 years. A small community library at its inception, The Bookworm is now the English language literary hub of all things book-related in China’s capital.
Former journalist Peter Goff joined The Bookworm in April 2006, to bring our successful business model to other parts of the country.
We now operate in two other China locations – The Bookworm Chengdu, opened in September 2006, and The Bookworm Suzhou which throws its doors open to a waiting public in September 2007.
As well as our ongoing events programmes in all three cities, The Bookworm has a number of projects on the slate for launch in 2008.
The Bookworm Literary Festival, following on the success of festivals in Beijing in 2006 and 2007, will take place in March 2008 across all three of our locations. In previous years we’ve hosted an impressive roster of writers, including Goldman Sachs Book of the Year award winner James Kynge, Pulitzer Prize winner Geraldine Brooks, and legendary Chinese writer, Ma Jian. Our festivals also include events for a broad spectrum of the community in each of our three cities, including writer’s workshops and seminars, children’s activities, discussion panels and literary lunches.

The Bookworm Writer’s Residency Programme will be launched in 2008, offering an international writer the opportunity to spend up to two months in each of Beijing, Chengdu and Suzhou in China’s Olympic year. The Bookworm will offer living accommodation, a small stipend, and travel between our three locations to each chosen writer, on the basis that each participant in the residency project will offer booktalks and workshops at each of our venues.

Since relocating to our new home on Nan Sanlitun Lu, The Bookworm has flourished into a bustling centre for literary activity. Introduction to Angkasa Library Management System
Angkasa is a web-based library management system that is designed and developed by a group of software engineers in collaboration with the state government of Sarawak.
First launched in year 2000, ANGKASA has helped the state's first multimedia library, Pustaka Negeri Sarawak in managing their resources and created a total new revolution in providing state-of-the-art web-based library management system. And in less than 4 years, ANGKASA has gain a very successful achievement and this product has been implemented and widely used by many libraries all over the state.
The system have been developed to cater for the different groups of users which are the public libraries, special libraries (legal libraries) and also academic libraries using academic extension to the Angkasa system.
Structure of the System
Angkasa was built with the Union Catalogue concept in mind and also to enable the sharing of multiple library resources as one central resource centre. It allows the members of the involved libraries which is located at different geographical areas of the state to access library resources from home and also to perform transactions (like reservations, viewing transactions and other task) online.
It consist of 13 modules with 6 core modules and 7 extended modules to cater for multiple extra library business needs.

Уншигчдын орох бүртгэл, хяналтын програм нь уншигч, үйлчлүүлэгчдийнхээ үйлчилгээний хугацааг хүчинтэй байгаа эсэхийг хянах, үйлчлүүлэгчдийн ирсэн статистик мэдээг гаргахад зориулагдсан.
Энэ програм нь 4 модультай, дотоод сүлжээнд ашигладаг, Interbase-д мэдээллийн санг зохион байгуулсан:

- Орох хаалган дээр ашиглах Уншигчийн хяналтын модуль
- Үйлчилгээний номын санчийн Хяналтын модуль
- Програмын ерөнхий тохиргоо, өгөгдлийг хянах Эрхлэгчийн модуль
